CONSTITUTION OF THE EAST ZION CONSOLIDATED DISTRICT ASSOCIATION



ARTICLE I — NAME


This organization shall be known as the East Zion Consolidated District Association.

 

ARTICLE Il — OBJECT


The object of this Association shall be to execute measures for the spread of the Gospel, the support of missions and education at home and abroad; to strive for the advancement of Christian fellowship and brotherhood throughout the earth.

 

ARTICLE Ill — OFFICERS


The officers of this Association shall be (1) Moderator, (2) First Vice Moderator, (3) second Vice Moderator, (4) Executive Secretary — Treasurer, (5) Recording Secretary, (6) Historian, all of who shall be elected by this Association.

 

ARTICLE IV — MEMBERSHIP

 

The membership of this Association shall be composed of regular Missionary Baptist Churches and Baptist Missions, who practice the teachings of the New Testament and exhibit Christian conduct as a local church.

  1. When a Church disregards the established procedure, policy or practice of the Association, it shall be considered insubordinate to the Association. Therefore, members of said local Churches will not be eligible for office or voice of opinion.
  2. When a Church disregards the established procedure, policy or practice in a regular Missionary Baptist Church, and go to court to solve their differences, they shall be looked on with much disfavor by the Association and the membership of that Church in this Association shall be arrested until the Church, through its official representative, shall have made an apology for the same, and only official representatives representing the church through its pastor shall be messengers in the Association.  A church without a pastor will present a resolution of authorized representatives from that local Church.

 

ARTICLE V — BASIS OF CHURCH REPRESENTATION

 

The Annual representation of Churches shall be the "Unified Budget", which constitutes all auxiliaries, the same of which is to be paid monthly according to the following formula:

a) Churches with membership of:             Annually              Monthly

500 & up                              $1,200                   $100

350 - 499                              $   800                   $  75

250 - 349                              $   600                   $  50

150 - 249                              $   480                   $  40        

 1 — 149                               $   300                   $  25

b) Each Church may have a maximum of (10) voting delegates.

c) Associations and Board meetings, Youth and Congress of Christian Education enrollment:

ARTICLE VI — DUTIES OF OFFICERS


The duties of the Executive Officers of this Association shall be such as are the duties of officers of similar bodies.

SECTION 1: All officers of the East Zion District Association and its auxiliaries shall enter upon their official duties immediately following the installation.

 

ARTICLE VII — HONORARIUM

 

The officers of this Association and its auxiliaries shall be compensated for service as stipulated by the Executive Committee.

SECTION 1: The enrollment with the entertaining Church shall be arranged by the Moderator, Executive Secretary — Treasurer and the local Pastor.   The Moderator, President of Women's Ministry, President of Men's Ministry, President of Young Adult Women and Executive Secretary — Treasurer shall receive allowance for their expenses to the National Baptist Convention, USA, Inc.  The President and Dean of the Congress of Christian Education and the Youth Director shall receive allowance for his/her expenses to the National Congress of Christian Education and other meetings, providing the District represents in such meetings.  Expenses shall be allowed for other officers according to the discretion of the Executive officers.  Officers serving under four (4) year tenure will be allowed expenses to meetings for three (3) years commencing the year he/she enters office.

SECTION 2: The outgoing Moderator and Women's Ministry President should receive the equivalent of the recommended lodging, and travel representation.  Anything above would be at their expense. The elected Moderator and Women's Ministry President shall receive total recommended expenses.

SECTION 3: The Moderator, Women's Ministry President, Men's Ministry President, Young Adult President, Congress of Christian Education President, Minister and Minister's Wives Conference Presidents, and Usher President shall receive allowance for their expenses to State Meetings.
 

ARTICLE VIII— ALL MONIES A COMMON FUND

 

All monies collected in the name of this Association shall become a common fund and shall be allocated by the Association. No monies collected shall be drawn from the treasure without an order by the Moderator and Executive Secretary — Treasurer:

  1. All checks payable shall require two (2) signatures of the three:  Moderator, Executive Secretary-Treasurer, Appointee by the Moderator

 

ARTICLE XIX— EXECUTIVE OFFICERS


Moderator, First Vice Moderator, Second Vice Moderator Executive Secretary — Treasurer, Recording
Secretary and Historian shall constitute the Executive Officers.

SECTION 1:  The Executive Officers shall hold one Board Meeting during the adjournment of the Association each yar.  This meeting shall be between the 1st and 15th of November.

SECTION 2:  Any vacancy occurring during the year of adjournment of the Association may be filled by the Executive Officers.

SECTION 3:  Power shall be vested in the Executive Officers between the adjournment of the Association and the next setting, but such power shall not be construed to go beyond the limits of the constitution.

SECTION 4:  All expenses of the Executive Officers shall be paid by the Association.    

 

ARTICLE X — AUXILIARIES

 

The Congress of Christian Education shall meet the Tuesday before the third Sunday in July.

 

ARTICLE XI — TIME OF MEETING

 

The Association shall meet Annually, including the Men's Ministry, the Women's Ministry, the Young Adult Ministry. The Ministers Wives' Conference, opening on Wednesday before the third Sunday in August.

 

ARTICLE XII — TENURE

 

All officers of the Association, except the Executive Secretary — Treasurer, the Recoding Secretary, and Dean of Christian Education, shall be allowed to serve two (2) four- (4) year tenures. Officers will be elected four years by a majority vote of the East Zion Consolidated District Association. The Executive Secretary — Treasurer, the Recording Secretary and Dean of Christian Education shall be elected every four years by this Association.

 

ARTICLE XIII—AUDIT

 

The Association will have an Internal Audit Committee consisting of three (3) members appointed by the Moderator.

 

ARTICLE XIV — AMENDMENT


This Constitution may be amended at any regular meeting of the Association by a majority vote, provided notice of same be made on the first day of the Annual meeting.

 

ARTICLE XV


This Association shall have the power to rescind any prior resolution at any regular meeting by a majority vote.
